Frozen Dog Road widening planned

Widening a portion of Frozen Dog Road was one requirement placed on owners of Black Canyon Planned Community. The upcoming work was discussed on July 28 among the Board of Gem County Commissioners and Black Canyon representatives Tom Blessinger and attorney Susan Wildwood.
Wildwood said before work begins, residents along the road will be notified by mail and invited to a community meeting to discuss the particulars.
Previous to meeting with the commissioners, a separate meeting on July 22 addressed the issue. Notes from the earlier meeting were submitted to the commissioners. In addition to Wildwood and Blessinger, attending that meeting were Gem County Road and Bridge Department Superintendent Kim Reed, Gem County Planner Brad Hawkins-Clark, Gem County Deputy Attorney David Hargraves and Pam Garrison from Black Canyon Partners.
There is no documentation on the construction of the existing road base, Wildwood told commissioners.
"We will do cores of the road in several places to determine the base," Wildwood said.
This will provide the needed information to determine if there is an acceptable base to build on or if the road must be rebuilt from scratch.
Commissioner Lan Smith said he was concerned about the work disrupting residents. Work on other roads benefiting subdivisions in the county have created difficulties that he said lasted longer than necessary.
To make the work less disruptive to residents, crews will tie up only one side of the road at a time.
"We'll do everything but the blacktop on one side of the road. Then, we'll do everything but blacktop on the other side. Then, we'll blacktop it all at the same time," Wildwood said.
When completed, the road will be a minimum of 36 feet wide. Some people who live on the road have placed their mailboxes or fences in the right-of-way. These will need to be moved, Smith said. Wildwood said she planned to address that with residents.
Idaho Northern Railroad representatives said they would do the work where the road crosses the train tracks, Blessinger said.
Any changes to the on-site water and wastewater system will require a public hearing before the commissioners, according to notes from the July 22 meeting.

Planning and Zoning Commission grants an extension
On July 14, 2008 the Gem County Planning and Zoning Commission granted an extension for submittal of the final plat for Phase #1 until June 2010.
